Sir,
I am directed by Lord Passfield to
acknowledge the receipt of your confidential letter
of the 23rd of August and the copy of a telegram
sent to Sir Miles Lampson on the 21st of August on
the subject of the proposed Hong Kong-China Customs
Agreement.
2. Lord Passfield would have preferred that
in accordance with the procedure contemplated as the
result of the discussion at this office so recently
as the 22nd of July between Mr. Dalton and Dr. Shiels
a telegram of such importance should have been sent
only after consultation with the Colonial Office;
the circumstances he requested Sir Willie Peel to
obtain direct from His Majesty's Minister a copy of
the telegram in question.
3. A paraphrase copy of a telegram which has
now been received from the Governor in reply is
enclosed for Mr.
